To get to the settings click start then click Settings. Look on the left panel and click System.
Look to the right and look for Multitasking and click it. The System-Multitasking window will come up. You will see the Title bar window shake, turn it on.
2] Enabling or Disabling Title bar shake using Group Policy Editor
Title bar window shake can be enabled or disabled using the Group policy editor in Windows. To open the Group policy editor, go to start or click the search icon on the taskbar or press the Windows key + R and type Run. The Run dialogue box will appear, type gpedit.msc and click OK.
The Local group policy window will open if you have Group Policy enabled on your computer. On the left panel of the Group Policy editor window choose Computer Configuration > User Configuration > Administrative Templates > Desktop.

3] Enabling or Disabling or Enabling Title bar shake using Windows Registry Editor
You may not be impressed with Title bar window shake and you want to disable it in Windows. You can disable it from the Windows Registry. Note that changing the registry may cause Windows to develop problems or stop functioning completely. If you are not sure what you are doing, get professional help. Whether you are a professional or not, always make a backup of the registry before making changes. To get to the registry editor click start and type Run, or right-click on start and click Run or press the search icon and type Run. Click the run app and it will open with a line for you to type whatever program you want to run. In the run window type Regedit and press Enter.
The registry editor window will appear. Navigate to the following Registry key:
Right-click on Advance and choose New > DWORD (32-bit) Value. You will be creating a new registry entry to disable the Title bar window shake.
Give the new entry a name. the name that you will give the entry is DisallowShaking. Write the name with no space between words. When you are finished typing, click anywhere on the screen to confirm name.
Right-click the new entry (DisallowShaking) and choose Modify.
The Edit DWORD (32-bit) Value window will appear. The value data will be 0 if the Title bar shake is enabled. Enter 1 in the Value data and press ok to confirm or cancel to discard the change. When you press OK the Title bar shake will be disabled. It is good to restart the computer after the change. If Title bar shake gets disabled, the Value data would have been 1 and you would need to enter 0 in the Value data to enable it.
Error renaming value in Registry Editor
If you enter the name for the new DWORD, and get Error renaming value – Tthe Registry Editor cannot rename, The specified key name already exists then this means that the entry is already there. You just need to change the Value data to get it to do what you want.

There are three ways to enable or disable Title bar shake. However, the easiest one would be to go through the settings. Click on Start then Settings then click on System then Multitasking and click On or Off for Title bar window shake.
